Information Consulting Services (ICS) provides IT staffing services to clients across North America. ICS is known for its decorated 30+ year history and 100% client repeat rate. Working directly with clients and through systems integrators, ICS focuses on four primary practice areas: Cloud, Application, Infrastructure and Security. The firm’s proprietary approach is based on the Lead Technology Consulting Model, and its founder’s belief that ICS has a responsibility to “set the standard – and raise the bar – for professional integrity”. ICS is privately-held and headquartered in the Philadelphia metro area.

Bill Ciemny, President and CEO

Bill Ciemny assumed ownership of ICS in 2016 and is responsible for the day-to-day operations and strategic direction of the company. Bill brings over thirty years of IT experience to the position and is committed to the success of the company.

Bill comes to ICS from IBM where he held a variety of executive roles, including Vice President of Enterprise Application Consulting, Vice President of Business Process Outsourcing & Supply Chain Management, and Managing Director, IBM Switzerland.

Prior to IBM, Bill was Group Vice President, Global Services Unit for Siemens Medical Health Services Division and was a Director of Consulting for SAP America, where he helped lead the early growth of the company.

Anthony K. Maffei, Vice President of Sales and Marketing

Anthony Maffei joined ICS in 2003 to manage the robust growth the company was experiencing. Tony works closely with executive leadership teams at our Fortune 500 clients to ensure ICS understands the unique technical & talent requirements of each role. Additionally, Tony takes a vested interest in understanding our clients’ culture and values to make sure that each candidate is a strong fit.

Prior to working at ICS, Tony was a consultant at Bluestone Consulting and U1.net where he served in a leadership role providing both sales and marketing solutions.

Simon J. Samaha, MD, Healthcare Practice Leader

Simon is a veteran healthcare executive and entrepreneur. He started his career as a Hospitalist, launching one of the first commercial models. He has served in various executive positions including CIO, CMO, and CEO. His career has spanned for profits as well as not for profits. Simon has also worked as a Partner with PwC Strategy (US).

Simon leads Kentan Staffing Solutions, the healthcare division of ICS, working closely with Bill and the rest of the management team. He plays a key role in defining the client needs and is personally involved in reviewing every clinical SME.

Simon holds an MD from St Joseph University (Beirut, Lebanon), an MSIS from Drexel and an MBA from NYU. He enjoys coaching and lecturing at prestigious MBA schools and golf.

 

Scott W. Hause, Director of Finance and Operations

Scott Hause joined ICS in the fall of 2023 to manage the day-to-day Finance and Operations. Specifically, Scott brings over thirty years of Finance and Operations experience to enable and support the growth and continued financial well-being of the company.

Scott comes to ICS with an extensive background in Corporate Finance and Operations in many industries including media, telecommunications, healthcare, manufacturing, and distribution. Most recently Scott held multiple leadership roles within Comcast’s Advertising Group specifically supporting the IT Infrastructure and Development Group.

Prior to Comcast, during his 30 years, Scott has worked in Finance & Operations at Pepsi Cola, Canada Dry, America’s Best Contacts & Eyeglasses & HIBU/YELLOWBOOK.

Avinash Kondabolu, Vice President, Chief Technology Officer

Avinash or “Avi” joined ICS in 2016 after several years as a Sr. Management Consultant. Avi brings with him extensive experience in ERP and IT Strategy, as well as a proven track record in Executive Advisory Services.

Avi sets the technical direction of our business solutions and client engagement practices. His background provides him a unique vantage point to coordinate with major clients across the Utilities, Retail, Aerospace & Defense and CPG industries. He manages relationships with our clients and leads strategic consulting initiatives to better improve client engagement and experience.

Gabriella Ciemny, Director of Recruiting

Gabriella joined ICS in the fall of 2020 to enhance and modernize our recruiting process. She has been integral in improving candidate procurement, as well as the development of formal client-to-candidate relationship channels. Gabriella takes a holistic approach to recruitment, and is involved in all aspects of the placement process

Gabriella comes from FOX Sports where she worked as a Production Coordinator for both the WWE and NFL. She continues to build and strengthen her client relationship skills and brings an interesting perspective with her experience working with professional athletes, talent agents, and entertainment executives. She received her B.A. in Communications from Boston University, as well as a Certificate in Business Administration from Northeastern University.

 

Advisory Board

Eric Rubino, CEO of Energage

Eric Rubino brings over 30 years of experience in the information technology industry and a wealth of leadership and entrepreneurial expertise to the ICS Advisory Board. Prior to Energage, he was the CEO of Ohana Companies, a firm that is revolutionizing rebate programs, loyalty programs, and the promotional marketing industry with innovative technology and processes. Eric was the Chief Operating Officer at InfoLogix, a leading mobile technology provider in the healthcare and commercial markets. He was also COO of Neoware, Inc., a $100 million thin client computing company, where he was responsible for all aspects of its business, from operations and information technology to human resources, customer service, engineering, and administration. Eric held multiple management and leadership positions over 12 years at SAP, culminating as their Senior Vice President and Chief Operating Officer. During his tenure, SAP Americas grew from approximately $5 million to more than $3 billion in total revenues.

Eric holds a JD from Widener University School of Law, an MBA from Saint Joseph’s University Haub School of Business, and a BS from Rider University. He sat on the Board of Directors of MCA Solutions, a Philadelphia-based vendor for service optimization. He was also the Chair of the Board at the Academy of Notre dame de Namur, a girls’ Catholic, independent college preparatory school.

 

Garry R. White, Rear Admiral (Ret.), United States Navy

Rear Admiral Garry R. White is President of Excelsior Enterprises, a diverse consulting and investment firm.  In this capacity he draws on his years of experience as a Corporate Executive and Military Leader to benefit Executive and Corporate Clients.  In addition to Executive Coaching, he uses his broad and extensive expertise to provide specific technical assistance to a wide variety of customers. 

Admiral White has been in senior leadership positions for over 30 years, including Commanding Officer of an F/A-18 Fighter Squadron, a Supply/Logistics Ship (USS ARCTIC), and a Nuclear-Powered Aircraft Carrier (USS GEORGE WASHINGTON, CVN-73); Commander, Strike Force Training Atlantic; Chief of Staff for the Second Fleet; and Director of Total Force Manpower Requirements in Washington DC.  Since transitioning, he has held positions as Global General Manager/Corporate VP of a utility equipment manufacturing business; President of a Fiber-Optic Cable manufacturing company; and Vice Chairman and Consultant to an advanced Space Propulsion and Systems company. From flying the most advanced fighter aircraft, to becoming certified to operate a Nuclear Reactor, to working in Space Propulsion development; he thrives in a fast paced, high energy, technologically advanced environment. Admiral White’s Board service includes First Vice Chair of the Military Officers Association of America; Vice Chairman of Giotto Enterprises; Vice Chairman of Busek Incorporated; Boy Scouts of America, The Institute for Voices of Liberty; George Washington’s Mount Vernon; the Northwoods Homeowners Association; Broward County Navy Days; and Vice President of the Interlaken Home Owners Association.

 

Jack Cunningham, Senior Director (Ret.), South Jersey Industries

Jack Cunnningham’s IT leadership experience spans over 30 years, across multiple industries and company sizes. Jack draws on his industry and technical experience to deliver fit-for-purpose talent to a variety of customers. Jack previously served as the Senior IT Director at South Jersey industries where his responsibilities included architecture and support of ITIL services, end user computing, and management of enterprise systems. Prior to his time with South Jersey Industries, Jack was Senior Manager, Workplace Services for The Dow Chemical Company where he served as team lead for IT support across internal platforms.

An early adopter of IT automation, his experience is both deep, and wide across products, systems and processes. Jack has accumulated decades of hands-on experience in various roles as a systems programmer, and understands the ever changing landscape of IT systems management.
